3tier Strategy partners with Kiowa County Media Center and the city of Greensburg, KS to assist in delivering government and community events globally online via a vast web portal. Focusing in on information and quality, 3tier was proud when approached to assist with such a vast, but yet, community involved project.
3tier was chosen to be the backbone of all media content delivered online both live and on-demand and will work with Kiowa County build a web portal to reach not only the community, but the world as a whole.

At 9:45 pm on Friday evening, May 4, 2007, Greensburg, KS, was obliterated by an EF5 tornado.
That is no exaggeration. The town’s footprint on the south‐central High Plains of Kansas is 1.5 miles wide; the tornado was 1.8 miles wide at its base. Ninety‐five percent of all of the homes and buildings were completely destroyed.
Three‐and‐a‐half years later, it is clearly evident that the citizens of Greensburg and Kiowa County are a resilient people. New homes are being occupied, the power grid reestablished, and the new water tower went up in April of 2008. The schools reopened in August of 2007, albeit in 12 portable classrooms and a giant metal building. The spectacular $48 million LEED Platinum K‐12 school campus opened in August of 2010.
A comprehensive, community redevelopment plan is in place, more than 800 homes are occupied, under construction or permitted, and more than 75 businesses have reopened and/or are in the process of rebuilding.
The new Dillons Food Store opened in February of 2009. The Sun Chips Business Incubator – built to LEED Platinum standards – is now open. The remodeled Kiowa County Courthouse has reopened; the new Greensburg City Hall – also built to LEED Platinum standards – is open; as is the new Kiowa County Memorial Hospital.
What has really captured national attention is the community’s commitment to “Rebuild Green.” Remarkably, all of the major public buildings and several large businesses are being built to LEED Platinum specifications. With a total of more than two dozen buildings being designed to LEED standards, Greensburg is becoming the “greenest” town in America.
The Media Center
The Kiowa County Media Center is a 5,200 sq. ft. facility that incorporates energy‐ efficient building design, technologies, and materials, opened in May, 2011. The Media Center will be located on the second floor of the new $6.1 million Kiowa County Commons building now under construction on Greensburg’s Main Street.
The Media Center will include a small HD television production studio, a small Internet radio studio, an Internet Web Portal, and a Media Laboratory providing video/audio/graphics workstations to support editing and production. The Media Center will maintain a Web portal that will include a community master calendar. It will provide production capability for Web, video, print, and audio origination, both in the Media Center and from remote locations. Live and on‐demand television and radio programming will be distributed on the Internet and in HD on Greensburg’s fiber‐to‐the‐home cable system.

The HDTV Production Trailer
The HDTV Production Trailer is a mobile, 22‐foot long High Definition digital television production facility powered by NewTek’s TCXD850 TriCaster switcher unit and their 3PLAY
three‐channel HD slow motion instant replay unit. The trailer is capable of producing live, four‐camera sports productions in full HD.
The HDTV Production Trailer features four Sony HXR‐NX5U AVCHD HD cameras with Sachtler/Vinten camera support systems. The air conditioned and heated trailer was constructed by Brown Specialty Vehicles, and features Middle Atlantic equipment racks filled with gear from Avitech, Kramer Electronics, Clark Wire & Cable, and CablesToGo. A ClearCom intercom coordinates work.
